Abstract:The goal of this study was to provide baseline measurements of the current en route system consisting of the Host Computer System, the Plan View Display, and the M1 console. A set of measures were developed that related to six high level operational constructs: Safety, Capacity, Performance, Workload, Usability, and System Fidelity. In order to collect data on these measures, an air traffic control simulation was completed, using Washington Air Route Traffic Control Center (ZDC) airspace, controllers from ZDC, and a traffic scenario based on ZDC System and Analysis Recording (SAR) data. Objective measures were reduced from SAR and Amecom tapes. Subjective data were collected using controller and observer questionnaires. Complete data were obtained for 22 measures and partial data were obtained for 5 measures. Summary measures were presented, in different levels of detail, for the overall simulation and by sector and specific time period. The data provided a meaningful representation of the radar operational position and a partial representation of the radar associate position. Several limitations and constraints on the data were discussed. Refinements to baseline measures and changes in methodology were recommended. It was also suggested, for future baseline studies, that additional simulation runs be completed. Advice was provided on using baseline data to make comparisons between systems.
