Abstract:Following the collapse of the Route 198 bridge over the Baltimore/Washington Parkway in 1989, the Federal Highway Administration (FHWA) established the temporary works research program. The program was guided by the Scaffolding, Shoring, and Forming Task Group as formed by the FHWA. The objective of this report is to develop a guide standard specification that establishes contractual requirements at the bid preparation stage that will apply to all bridge construction projects. Ultimate responsibility for insuring that the requirements are met has been placed on the contractor's registered professional engineer.
