Following the collapse of the Route 198 bridge over the Baltimore / Washington Parkway in 1989, the FHWA established the temporary works research program. The program was guided by the Scaffolding, Shoring, and Forming Task Group as formed by the FHWA. The objective of this report is to develop a certification program aimed at the supplier of falsework equipment to the bridge site.
