This Implementation Package is a practical guide for the creation and restoration of wetlands. It provides concepts, methods and general specifications for compensating unavoidable wetland losses in a cost effective manner. The manual includes guidance for wetland establishment and enhancement and provides information for the conceptual design of wetland systems. The site-specific nature of wetland compensation measures precludes giving detailed instructions and specifications for the establishment and enhancement of wetlands. Although much work on the establishment of wetlands has been published within the past decade (Appendix B), the state-of-the-art is still primitive. Consequently, this manual is far from the last word. It is a beginning and a lot is left to the best judgment of the users.
