Abstract:State transportation agencies (STAs) face continual decreases in funding and resources for roadway and highway projects. All the while, traffic congestion and the age of existing infrastructure continue to increase. In order to alleviate traffic with new roads and highways, and to replace and repair existing infrastructure, the United States roadway and highway industry encourages the use of innovation and alternative contracting methods (ACMs) in order to complete projects successfully. This research provides an ACM guidebook that defines and guides STAs to select project delivery methods, procurement procedures, and payment provisions in terms of highway and roadway projects. The guidebook is a comprehensive collection of ACMs that are in use throughout the United States. Further, the guidebook includes a series of decision-support tools that assist STAs with choosing the most optimal ACM for a highway or roadway project. The research showed that there are many different ACMs to choose from and that no one method is optimal for all roadway and highway projects. Therefore, STAs can use the selection tools to formally select and justify an ACM decision for a particular project. The use of the ACM guidebook can improve the STAs effectiveness as well as provide better understanding of different ACMs that may benefit a roadway or highway project.
