Abstract:This edition of Traffic Tech briefly describes a program evaluation of the pedestrian and bicyclist Safety in Numbers (SIN) project in three cities, described in an upcoming NHTSA report. SIN posits an inverse relationship between increased walking and bicycling and the probability of a collision from a motorist as described by Jacobsen in 2003. The research team developed a plan to evaluate the relationships in three programs in Fort Collins, Colorado; Philadelphia, Pennsylvania; and Anchorage, Alaska. The literature and the analysis described in this report demonstrate how these are challenging to obtain.
