Abstract:The University of New Orleans Transportation Institute assisted the Louisiana Department of Transportation and Development (DOTD) to develop the State Rail Plan for the purpose of guiding the state’s freight and passenger rail transportation planning activities and project development plans over the next 20 years. This plan describes the state’s existing rail network and rail-related economic and socio-economic impacts. It also describes the State Rail Plan process, Louisiana’s rail vision and supporting service objectives, proposed publicly sponsored short- and long-range capital improvements, studies, and recommended next steps to address the issues identified. This plan is intended to meet the requirements established by the federal Passenger Rail Investment and Improvement Act of 2008 to ensure Louisiana qualifies for future federal funding for rail projects.
