Abstract:This study attempts to address the deficit of the limited research that has been conducted on re-entry. Through a comprehensive literature review there were a total of six publications that addressed re-entry with nearly all of the research focused on the individual evacuee and not the decision-making process on initiating re-entry. This study also examines State and country re-entry plans to look for commonality and best practices of existing reentry operations. Finally, emergency managers were asked to complete a survey to identify priorities and ideal capacity of 25 different infrastructure categories using an infrastructure assessment tool developed by the Army and converted to civilian disaster operations.
