Abstract:Railroads must file monthly accident/incident reports with the Federal Railroad Administration’s (FRA) Office of Safety. Bulletin 165 is a summary of accident/incident data reported by 704 railroads for calendar year 1996. There are three basic categories of reportable events: train accident; highway-rail accidents; and, any other event that results in a reportable casualty (death, injury, illness). An accident/incident report must be prepared whenever the event results in certain consequences. For example, a train accident must cause reportable damage above $6,300, but a highway-rail collision is reportable regardless of severity. Approximate 3.3% (141) of the 4,257 highway-rail accidents reported in 1996 exceeded the damage threshold required for train accidents. These 141 accidents appear in this publication as well as all reported casualties caused by highwayrail accident/incidents. When possible, the count of these are identified within the table or chart. A complete compilation of all highway-rail incidents, including those that did not result in a casualties nor cause damage above the train accident threshold, can be found in the annual Highway-Rail Intersection Incident and Inventory Bulletin.
