Abstract:The basic objective of this research project is to estimate the capital and operating costs associated with providing general public and paratransit services in Topeka, Wichita, Lawrence, and Manhattan, Kansas over the next ten years (1997-2006). This report presents the results of the transit needs assessment for Wichita. The results reported in the present study are based on a synthesis and extrapolation of existing data. The needs assessment is presented in aggregate financial terms. The present study does not explicitly address ridership, demand, routes, service configuration, or system design. The needs assessment is presented in terms of several scenarios which attempt to quantify the financial resources needed to 1) maintain existing levels of general public transportation and paratransit services in Wichita for the period 1997-2006 for various levels of local, state and federal funding assistance, and 2) restore general public transportation services to their pre-FY 1996 levels for various levels of local, state and federal funding assistance. In addition, data concerning local socio-demographic trends and transit service characteristics are provided in sufficient detail to allow local service providers to perform a rudimentary assessment of the potential economic and service impacts of a range of alternative transit service configurations.
