Abstract:Performance measures for data systems are tools for helping assess data quality and establishing goals for data improvement. This report concerns the development of performance measures for roadway inventory data. Prior work by the National Highway Traffic Safety Administration (NHTSA) defined performance measures for timeliness, accuracy, completeness, uniformity, integration, and accessibility for each of the six core traffic safety data systems – crash, vehicle, driver, roadway, citation/adjudication, and injury surveillance. This report builds on those measures, providing a detailed review of each of the measures proposed for roadway data and suggesting modifications of and possible additions to that original list. The measurement of data quality using performance measures is of little value without follow-up efforts to correct problems identified. This report also provides suggestions for data-related business practices that can lead to the successful use of performance measures and to improvements in roadway data.
