The Federal Highway Administration (FHWA) Office of Safety commissioned this study to develop guidance on methodologies that State and local Departments of Transportation (DOTs) could implement to make the case for investing in data collection, data systems, and processes. This report establishes the first of its kind benefit-cost analysis (BCA) methodology to quantify the economic returns from investing in safety data improvements.
