Abstract:The Federal Highway Administration (FHWA) Office of Safety commissioned this study to develop guidance on methodologies that State and local Departments of Transportation (DOTs) could implement to make the case for investing in data collection, data systems, and processes. This Guidebook is intended to assist States in justifying the decision to invest in additional data collection efforts related to safety. If a State is uncertain of the value of data collection, or if a State is having difficulty justifying the allocation of resources to data collection projects, this Guidebook provides instructions in how States may assess the potential impact of investment in safety data improvement.
