This report details the results of Mini Study 1. This mini study was conducted at the Federal Aviation Administration (FAA) Technical Center utilizing the Data Link testbed. Initial Data Link air traffic control services were evaluated under part task simulation conditions in order to identify service delivery methods which optimize controller acceptance, performance, and workload. This report delineates the results for the first of two mini studies and a research and development operational evaluation which comprise the Phase I Data Link services package.
