Abstract:The authors recommend adoption of a strategy to migrate the State of Alabama’s current Bridge Information Management System (ABIMS) to a new bridge management system Pontis™ over the course of a 10-12 year period. As detailed in this report, migration will provide the State of Alabama with a lower risk and more cost effective solution. The proposed system will be capable of supporting a multi-state CoRe rating process and will extend the State’s decision support processes for managing its bridge inventory as recommended by the American Association of State Highway and Transportation Officials (AASHTO). This recommendation is also aligned with the Alabama Department of Transportation’s (ALDOT’s) immediate and longer-term needs by providing immediate network-level decision support capabilities for managing the state’s bridge inventory while providing a migration path to enable project-level decision support capabilities. This report describes a set of BMS solution alternatives and benchmarking of current solutions implemented in other state DOTs. In addition, this report details the new automated tool to calculate bridge sufficiency ratings on-demand, a framework for calculating bridge decay for families of bridges over time, and a process for standardizing GASB 34 calculations and reporting.
