Abstract:This report presents the concepts and framework behind Human Resources Data Tool (HRDT), a Java-based software package developed specifically for the Georgia Department of Transportation (GDOT) to aid in analysis of Human Resources (HR) data and for use in planning and decision making. This project is built upon the previous JOB SEEKER (Job Shadowing for Employee Engagement through Knowledge and Experience Retention) project (GDOT Research Project No. RP13-12) by applying data mining and data analysis techniques such as network analysis, spatial analysis, and pivot charts and tables, in order to gain a deeper understanding and insight into the existing GDOT HR data. The software includes seven data modules: (i) Job Shadowing, (ii) Workforce Planning, (iii) Succession Planning, (iv) Cross Training, (v) Training and Development, (vi) Network Analysis, and (vii) Decision Making. These data modules can allow GDOT HR personnel to assess workforce and training needs not only at an individual level, but they can also be used for planning and strategic decision-making at the organizational level.
