Abstract:This report presents the cost benefit analysis test plan for the Minnesota Urban Partnership Agreement (UPA) under the United States Department of Transportation (U.S. DOT) UPA Program. The Minnesota UPA projects focus on reducing congestion by employing strategies consisting of combinations of tolling, transit, telecommuting/TDM, and technology, also known as the 4 Ts. The test plan is based on the analysis presented in the Minnesota UPA National Evaluation Plan. The test plan identifies the data needed to conduct the cost benefit analysis of the Minnesota UPA projects. The data sources and the data availability are discussed. Potential risks associated with the data collection and analysis are discussed. The cost benefit analysis methodology is presented, along with the schedule and responsibilities.
