Abstract:The purpose of this project was to develop a systematic, comprehensive approach to evaluate the potential to outsource agency functions and activities. The end product of this project was a PC-based software tool to provide a means to evaluate qualitative and cost aspects of contracting out services. The model was applied to three activities in the Louisiana Department of Transportation and Development (DOTD)–maintenance of rest areas, highway markers, and highway striping–to demonstrate its use. The results were in line with the expectations of the officials in the DOTD who have experience of actual outsourcing of these activities. The model has been constructed so that the perspectives it considers and the criteria on which outsourcing is assessed may be altered by the user, thereby allowing the model to be used in a variety of settings.
