Abstract:Safety Analyst (SA) is a set of software tools that can be used by state and local highway agencies for highway safety management. It includes a set of tools to implement the procedures that will be presented in Parts IV and V of the forthcoming Highway Safety Manual. These tools include: a Network Screening Tool, a Diagnosis Tool, a Countermeasure Selection Tool, an Economic Appraisal Tool, a Priority Ranking tool, and an Evaluation tool. By using these tools, Safety Analyst can automate procedures that are now performed manually by highway agencies. FDOT maintains a very large crash database called Crash Analysis Reporting (CAR) System. The database was originally generated by merging crash data from the Department of Highway Safety and Motor Vehicles (DHSMV) with roadway information from FDOT.
