  Purpose and Organization of the Report, p. iii: Transportation practitioners struggle with identifying and assessing environmental justice impacts as part of project reviews conducted under the National Environmental Policy Act (NEPA). The purpose of this report is to provide transportation practitioners with a reference of effective approaches in addressing environmental justice as part of NEPA through examples from 10 recent transportation projects. The first section of the report defines environmental justice and provides an overview of related key legislation and guidance. Short summaries of each example project and compiled effective practices follow. A description of methods, longer case study summaries, and acronyms are provided in appendices.
