Abstract:This report is the result of a comprehensive review of statewide plans nationwide. The review also produced a database with detailed information on major characteristics of the statewide plans. The goals of the research were to assess how individual states approach a series of important transportation planning themes in their plans; to identify national planning trends from this analysis; and to highlight "noteworthy practices". The report is organized into modules covering eight topics: Financial planning; Freight transportation; Goals and performance measures; Major issues and challenges facing the state; Plan cycle; Public involvement; Relationships between state departments of transportation and other governmental agencies; and Safety.
