This report is a follow up study of a comprehensive 2008 report of the St. Louis area taxi and limousine services. A major objective of this study is an update of that analysis. However, this report also recognizes the changing nature of the taxi and limousine marketplace and the questions now facing the St. Louis Metropolitan Taxi Commission. These issues and questions center on the introduction of transportation network companies (TNCs) into the supply of taxi and taxi-type trip providers. Therefore, this study also addresses these questions and provides comprehensive recommendations.
