Abstract:The U.S. Environmental Protection Agency's 'MOBILE' emission factors model is used by air quality planners to estimate emissions from on-road motor vehicles. The report was commissioned by the U.S. Department of Transportation to evaluate the structure and function of MOBILE, and to document the changes that occurred among model revisions. This consisted of reviewing succeeding variations to the model to document the basic model structure, identifying changes to existing components, and evaluating the addition of new capabilities. In addition, the impacts of model changes on fleet-average emission factor estimates were quantified under a variety of vehicle operating conditions.
