The primary goal of this study was to present an alternative way to analyze the process of maintenance for transportation infrastructure asset management, and to provide maintenance administrators with valuable information that could help them make better decisions in their maintenance strategy that are consistent with the spirit of performance-based decision-making. This was done by identifying the most significant parameters that affect the efficiency of the maintenance process, analyzing how these parameters effect efficiency, and then discussing how to use the results to guide improvements to maintenance investment strategies. It was shown that running a Charnes, Cooper, Rhodes (CCR)-based Data Envelopment Analysis (DEA) model on specific Decision Making Units (DMUs) provides the information needed regarding the parameters that matter the most in the efficiency of the system and the maintenance procedures being performed in these DMUs.
