Abstract:The systems analysis of the Alaska Marine Highway System (AMHS) describes the AMHS mission, reports performance, and presents financial and operating scenarios that examine intermediate (five to ten years) and long-term (more than ten years) outcomes. The analysis considers the multi-modal transportation needs of AMHS users, the needs of the coastal communities of Alaska served by the AMHS, and the resources available to fulfill these needs. The first of three reports, the Phase I report establishes baseline data and identifies potential options to reconfigure AMHS resources and assets to improve operating efficiencies and promote the long-term health of the system.
