• Abstract:
  This User's Guide is an updated version of the one published in June 1989. It contains all significant revisions to the forms used to submit data for the National Transit Database (formerly known as Section 15) and changes to reporting instructions and definitions since the program's inception in 1978, through the 1997 report year. The Guide documents substantial revisions to the database and to each form, but does not detail changes to every form, page, line, and column since the first set of forms were designed. The latter approach would be too tedious and cumbersome to read. When there have been substantial changes to one area of the database, the Guide distinguishes between major and detailed revisions. The Guide also emphasizes changes and clarifications to definitions and reporting procedures. An understanding of these important changes can be crucial to un-distorted analysis, particularly using time-series data
