The Center for Health and Safety Culture evaluated the progress of the Idaho Transportation Department’s effort to transform its culture. In 2012, a representative sample of employees identified a constructive culture as the ideal culture that would enable the department to achieve its mission. Since then, varies efforts have been undertaken to address causal factors to improve the culture including specialized training (some involving the Director with staff), revising performance evaluations, developing a system for individual improvement planning, developing a horizontal career path for front-line employees, changing hiring practices, and extensive leadership development. Quantitative and qualitative assessments indicate significant changes to these causal factors and show slight changes to the overall culture. Recommendations to continue the effort are provided.
