Abstract:This report presents the test plan for collecting and analyzing cost and benefit data for the Atlanta
Congestion Reduction Demonstration (CRD) under the United States Department of Transportation
(U.S. DOT) Urban Partnership Agreement (UPA) and CRD Programs. The Atlanta CRD projects
include the conversion of lanes for high occupancy vehicles (HOV) on approximately 16-miles of I-85
to high occupancy toll (HOT) lanes along with expansion and enhancement of transit service in that
corridor, including new and expanded park-and-ride lots. The Cost Benefit Analysis Test Plan is based
on the Atlanta CRD National Evaluation Plan. This test plan describes the cost and benefit data sources,
data availability, and possible risks associated with the data. The methods for analyzing the cost and
benefit data are discussed. The schedule and responsibility for collecting, analyzing, and reporting the
cost and benefit data are presented.
