Abstract:This report presents the test plan for collecting and analyzing data dealing with travel demand
management (TDM) activities for the Atlanta Congestion Reduction Demonstration (CRD) under the
United States Department of Transportation (U.S. DOT) Urban Partnership Agreement (UPA) and CRD
Programs. The Atlanta CRD projects include the conversion of lanes for high occupancy vehicles
(HOV) on approximately 16-miles of I-85 to high occupancy toll (HOT) lanes along with expansion and
enhancement of transit service in that corridor, including new and expanded park-and-ride lots. The
TDM Data Test Plan is based on the Atlanta CRD National Evaluation Plan. This test plan describes the
TDM data sources, data availability, and possible risks associated with the data. The methods for
analyzing the TDM data are discussed. The schedule and responsibility for collecting, analyzing, and
reporting the TDM data are presented.
