Abstract:This report presents the Cost Benefit Analysis Test Plan for the national evaluation of the Los Angeles County Congestion Reduction Demonstration (LAC CRD) under the United States Department of Transportation (U.S. DOT) Congestion Reduction Demonstration (CRD) Program. The LAC CRD projects focus on reducing traffic congestion by employing strategies consisting of combinations of tolling, transit, telecommuting/travel demand management (TDM), and technology, also known as the 4Ts. Tolling (pricing) strategies include converting high occupancy vehicle (HOV) lanes on the two freeway corridors to variably-priced high occupancy toll (HOT) lanes, adding a second HOT lane to portions of one corridor, and implementation of a downtown LA intelligent parking management system featuring demand-based pricing and real-time parking availability information. Transit improvements include increased bus service, transit station security improvements, expansion of two transit stations, creation of an El Monte Busway/Union Station bus service connection, and the expansion of downtown LA transit signal priority. TDM strategies aim to establish 100 new registered vanpools. This Cost Benefit Analysis Test Plan is one of ten test plans being developed. The other nine test plans consist of the following: traffic; tolling; surveys, interviews and workshops; ridesharing, safety; environmental; content; transit, and exogenous factors. Each test plan is based on the LAC CRD National Evaluation Plan. This test plan describes the cost and benefit data sources, data availability, and possible risks associated with the data. The methods for analyzing the cost and benefit data are discussed. The schedule and responsibility for collecting, analyzing, and reporting the cost and benefit data are presented.
