Abstract:In accordance with 23 U.S.C. Section 135 as amended by the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), all highway, bikeway, and transit projects in the state funded under Title 23 and the Federal Transit Act must be included in a federally approved, multi-year State Transportation Improvement Program (STIP). Highway, bikeway, and transit projects must be selected in accordance with the requirements of the specific funding programs and must be consistent with the metropolitan Transportation Improvement Programs (TIPs). In addition, it is required that the STIP be consistent with the statewide long-range transportation plan. In 1992 Ohio began development of its plan, known as ACCESS OHIO. ACCESS OHIO, consists of two parts, Phase I, completed in 1993, and Phase II, completed in 1995, and was designed to meet these new requirements and Ohio?s needs. This effort included establishing the framework for an ongoing
statewide transportation planning process. This process will provide for the development of transportation facilities that will function as part of an intermodal statewide transportation system.
