    DOT?S COMMERCIAL VEHICLE OPERATIONS (CVO) COMPONENT OF THE INTELLIGENT VEHICLE HIGHWAY SYSTEMS (IVHS) PROGRAM. SPECIFICALLY, THESE TASKS ARE AS FOLLOWS: ENHANCEMENTS TO COMMERCIAL VEHICLE INSPECTIONS; COMMERCIAL

    VEHICLE BRAKE STUDY (PROJECT SHORT STOP); RAMPOST (RADIOACTIVE MATERIALS POST NOTIFICATION REPORTS) DATABASE SUPPORT; ASSESSMENT OF TECHNOLOGIES FOR HAZARDOUS MATERIAL TRANSPORT; AND TECHNOLOGIES FOR COVERT INSPECTIONS MONITORING. REPORTS ON PROGRESS TO DATE ON EACH OF THESE TASKS ARE PRESENTED AS ATTACHMENTS TO THIS REPORT. THIS REPORT ALSO OUTLINES AND PRESENTS A RATIONALE FOR AN OVERALL SYSTEMS APPROACH TO BUILDING A

    COMMERCIAL VEHICLE ARCHITECTURE THAT WILL BEST MEET CVO NEEDS. THIS APPROACH IS BASED ON A TOP-DOWN, LIFE-CYCLE APPROACH TO TECHNOLOGY DEVELOPMENT THAT TAKES ADVANTAGE OF SANDIA'S EXPERIENCE IN SYSTEMS ENGINEERING, PROTOTYPE DEVELOPMENT, AND TECHNOLOGY TRANSFER.
