Abstract:Alternative contracting methods have become popular alternatives to the traditional practice whose emphasis is on low bid acquisition. The benefits of decreased project schedule, increased job quality, and improved delivery process have demonstrated their value to the public over the years with the implementation of such methods as A+B, Design Build, Incentive/Disincentive, No Excuse Bonus, and Lump Sum contracting. In their continued efforts to gauge the performance of their Alternative Contracting Program in the administration of highway construction projects, the Florida Department of Transportation (FDOT) sought to evaluate the effectiveness of these methods in comparison to Design Bid Build. The research team first examined literature and surveyed past project participants on common practice. Next, interviews were conducted to garner further insight on method-specific performance and general sentiment. Lastly, thousands of completed projects were analyzed and compared to traditional projects for cost, schedule, and quality performance. To assess the effective administration of alternative contracting methods, this report provides the final results of the surveys, interviews, data analyses, method reviews, and recommendations. With all methods providing time savings and added quality, cost savings was the main consideration in performance evaluations.
