Linking Planning and Operations is vital to improving transportation decision-making and overall
;
efficiency of transportation systems management. This synthesis summarizes current state of
;
knowledge and practices in Planning and Operations Integration, and identify key elements in Linking
;
Planning and Operations, as well as potential knowledge gaps, limitations, and challenges of existing
;
practices and approaches. This project also serves as the foundation for the Linking Planning and
;
Operations Initiative.

Section I of this report provides background information and an overview of national guidelines and
;
major milestones in this area, followed by a summary of current practices. Section II describes the
;
three key components in the efforts of linking planning and operations, and provides timelines of
;
concept development evolution. Section III provides a comprehensive scan of nationwide case studies,
;
in terms of the linkage opportunities, approaches, and challenges. Section IV presents the findings and
;
recommendations for consideration by the Department, and also serves as a roadmap for the next
;
phases.
