    The ANNUAL HOVL REPORT is prepared by the Office of Highway Operations in

    District 4 of the California Department of Transportation (Caltrans). This report

    contains information concerning the High Occupancy Vehicle (HOV) lanes on

    the San Francisco Bay Area freeway system. Traffic performance data for calendar year

    2003 for all mainline HOV lanes and HOV toll gates are provided that includes, traffic

    volumes, vehicle occupancies, HOV lanes time savings, and HOV lanes violation rates.

    Data for this report is collected twice* annually — once in the Spring and once in the

    Fall — when normal commute traffic patterns and conditions generally occur. Volumes

    and occupancy data for HOV bypass lanes at metered freeway on-ramps are not included

    in this annual report. However, general information on these ramps is included.
