    The ANNUAL HOVL REPORT is prepared by the Office of Highway Operations in ; District 4 of the California Department of Transportation (Caltrans). This report ; contains information concerning the High Occupancy Vehicle (HOV) lanes on ; the San Francisco Bay Area freeway system. Traffic performance data for calendar year ; 2001 for all mainline HOV lanes and HOV toll gates are provided, including volumes, ; vehicle occupancies, and violation rates. Data for this report is collected twice annually ; — once in the Spring and once in the Fall — when normal commute traffic patterns and ; conditions generally occur. Volumes and occupancy data for HOV bypass lanes at ; metered freeway on-ramps are not included in this annual report. However, general ; information on these ramps is included.
