This white paper addresses the policy and institutional issues that are associated with the development of an open source applications development portal (OSADP), part of a larger research effort being conducted under the ITS Program’s Dynamic Mobility Applications (DMA) program. It provides the first analysis of the types of policies that are typically established with an open source portal but are specific to the policy and institutional needs and risks associated with the DMA research objectives. This analysis is provided at this point to inform portal development efforts. However, policy analysis is typically iterative—policy decisions will impact technical choices which may influence the role and/or structure of the OSADP. As a result, policy will need to be examined and modified, as necessary, during the building and testing of the OSADP as well as during subsequent OSADP operations.
