• Abstract:
  Both the Federal Transit Administration (FTA) and California's Department of Transportation (Caltrans) have established Advanced Public Transportation Systems (APTS) programs to investigate ways that Intelligent Vehicle-Highway Systems (IVHS) technologies (i.e., computers, telecommunications and other electronics devices) can be used to improve the cost-effectiveness of local and regional public transportation services. This report describes how audiotex and videotex information systems can be used to develop new modes of public transportation (e.g., parataxis or single-trip carpools) and how these new modes can be integrated with conventional transit, paratransit and ridesharing modes to reduce traffic congestion, gasoline consumption, air pollution and mobility problems at a low cost to taxpayers. This report also describes how these telephone-based information services can be used to develop low-cost, user-friendly Advanced Traveler Information Systems (ATIS) that will tell drivers and riders the "best" ways to get between any two points in an area via either private vehicle or public transportation. The proposed California Smart Traveler (CST) System will enable travelers to obtain more timely and accurate information on which to base their local or regional travel decisions. 83 p.
