Abstract:The problem addressed in this research is to determine usage prices for a system with
multiple modes of transportation with the objective of reducing congestion. With multiple
modes, these prices can take on several forms. On road networks, the usage prices refer to the
tolls collected from motorists for access to certain streets and highways. On a transit system, the
usage prices are the fares the riders have to pay to travel on, for example, buses and subways.
The basic concept in this proposal is to employ the market force to allocate limited road and
transit capacities among travelers by their need to travel and their willingness to pay. The idea
involves charging congested routes higher prices. When willing to pay higher prices, travelers
can travel with reduced congestion during peak periods, using the modes, and along the routes of
their choosing.
