Abstract:The Mobile Surveillance and Wireless Communication Systems Field Operational Test (FOT) evaluated the performance of wireless traffic detection and communications systems in areas where permanent detectors, electrical power, and landline communications were not available. The system was evaluated in two different types of test: 1) The Anaheim Special Event Test evaluated the surveillance trailers in an application in which video imagery was transmitted in support of arterial traffic control during a special event; and, 2) The Interstate-5 (I-5) Test which evaluated the use of the mobile surveillance and ramp meter trailers to transmit video imagery and data in support of freeway ramp metering. This volume discusses the overall goals and objectives of the FOT and the design of the mobile surveillance and wireless communication system. It also describes technical and institutional issues that surfaced . The specific objectives of the Anaheim Special Event and the I-5 Tests, lessons learned, test results, and recommendations are discussed The volume also incorporates revisions to previous evaluation plans.
