Abstract:This paper describes four main pillars for sound development and long-term sustainability of the urban transport sector in large metropolitan areas, and suggests how they can be introduced. These pillars are: a) a Regional Transport Coordination Commission in charge of coordinating major investments and operations, promote integration and define common cost-recovery policies and financing mechanisms for the financial sustainability of the sector; b) an Integrated Urban Transport, Land Use and Air Quality Strategy which provides the basic guidance and vision for future development of the metropolitan region's urban transport sector; c) Financing Mechanisms to ensure the financial sustainability and expansion of the sector; and d) Private sector participation in the investment and operation of the urban transport systems. The largest Brazilian metropolitan regions are presently working to introduce these pillars to ensure that urban transport will not be hostage to local and state politics, and will be able to maintain and develop its equipment and infrastructure through reliable financing mechanisms.
