This report presents an overview of the process followed in developing the 22 WITS booklets for preschoolers, parents, and teachers. The steps involved in completing this project are described: (1) conduct of an in-depth review of the literature, (2) analysis of accident data involving preschool pedestrians, (3) identification of countermeasure ideas, (4) designation of an approach to curriculum design, and (5) development and testing of the curricular materials.
