Abstract:

Several regional coalitions are developing multi-year programs for commercial vehicle operations (CVO). This program will include the application of Intelligent Transportation Systems (ITS) technologies and services. This report identifies the institutional barriers that are likely to impede the development of ITS/CVO programs, and recommends strategies to overcome these barriers.
