Abstract:The Coast Guard Telecommunications Plan (TCP) describes the near to mid-term telecommunications goals and objectives for Command, Control, and Communications (C3) support. It is intended to document internal telecommunications planning and to provide initial guidance on which Coast Guard telecommunications decisions are based. The plan also addresses Coast Guard current and future telecommunications requirements, systems, networks, and capabilities. It also highlights existing operational deficiencies and planned improvements and upgrades.
The Plan, like the Coast Guard Telecommunication System (CGTS), is an evolving document that needs periodic review and revision. The TCP thoroughly documents the current Coast Guard telecommunications architecture, current and future requirements, and technology assessments.
Changes within the organization (i.e., streamlining initiatives, multi-year budget strategies, and cost cutting measures) require accurate program guidance and planning documentation, making this a critical planning document.
