Abstract:
The study tests by empirical comparative analysis the concept that tripmakers have a stable daily traveltime budget and discusses the implication of such a budget to transportation modeling techniques and the evaluation of alternative transportation systems. After verifying the stability of the traveltime budget for both macro and micro conditions, the responsiveness of travel demand to system supply is developed and formulated. Many known travel factors, such as the levels of mobility, modal choice and trip purpose splits, are then explained by a unified behavioral mechanisms. One of the many conclusions that are presented in the study is that extreme care should be exercised in evaluating policy decisions such as speed reductions and pricing policies without first establishing the sensitivity and responsiveness of mobility to such restrictions. This conclusion is of special significance at this time when fuel shortages threaten mobility.
