Abstract:

This document reports on key findings compiled from two sets of conversations with eight freight peers at state Departments of Transportation (DOTs) and metropolitan planning organizations (MPOs) around the country. This document responds to stated interest by Mn/DOT and the Metropolitan Council of the Twin Cities to identify and compile peer best practices and lessons learned on several topics of interest, including the following: ; • History of freight – how and why the peer transportation agency developed its focus on freight. ; • Freight planning practices – including incorporating freight into long-range plans or regional, land use, economic development, or other types of plans; ; • Freight programming processes and approaches – including prioritizing or ranking freight projects for programming documents such as the Transportation Improvement Program (TIP); ; • Private sector engagement – how the peer transportation agency engaged the private sector through a freight task force, freight advisory committee, or other mechanism; the membership of the group, its relationship to other peer agency committees/groups, and typical issues addressed.
