At the request of the U.S. Fish and Wildlife Service (FWS), an inter-agency Transportation Assistance Group (TAG) site review was conducted at the Lower Rio Grande Valley National Wildlife Refuge and the World Birding Center, in the South Texas Refuge Complex. The status of planning and the options for providing alternative transportation were reviewed. This report was prepared subsequent to the site visit and is based on interactions with federal and local government stakeholders. This report documents the conditions observed, transportation issues and considerations, and recommendations arising from the TAG analysis.
