  • Description:
The Vermont Agency of Transportation (VTrans) is experiencing declining competition for bridge projects and rising construction costs. At the same time, demographic shifts are reducing workforce experience within both the Agency and the contracting community. Project plan content and quality processes have not evolved significantly since the Interstate era, despite major changes in construction materials, equipment, and technology. Currently, VTrans does not have a formal mechanism for obtaining feedback from the contracting community regarding project plans, risk allocation, and constructability. This research developed a framework to improve engagement with industry partners and enhance the quality and constructability of transportation projects. It is recommended that an oversight team be established to guide the implementation of the Framework. The Oversight Team would determine the implementation priority of each strategy (for example, addressing high risk themes first), identify the lead(s) of a Working Group for each strategy, identify the initial program areas to be involved, establish a schedule, provide guidance, and monitor progress. The research gained from this project will assist VTrans with improving efficiency and provide staff with tools to deliver better quality and more easily constructed projects expeditiously at lower costs and increased competition. The administration, construction and maintenance costs of projects will be reduced due to improved quality and constructability of project plans. The long-term benefit is a relationship that is built on trust, where all collaborators and partners are committed to advancing the state of practice, where voices are heard, challenges are overcome, and the process is respectful, transparent, and effective. Through this framework, the Agency, contractors, suppliers, and consultants will be more efficient because they have been engaged in a development process where the outcomes and results are well defined and understood.
