This model plan investigates the challenges of establishing an automated driving system (ADS)-ready database of traffic laws and regulations, as well as access and exchange interfaces to support sharing information within the ADS ecosystem. It also identifies and facilitates basic interfaces for State and local traffic code stakeholders and ADS behavior subject matter experts to collaborate. This model plan synthesizes results and conclusions from research into the relationship between traffic regulations and ADS behaviors to create a roadmap for scaling the prototype framework to a more complete model that can accommodate complex applications in a heterogeneous ADS ecosystem. The plan is designed for collaboration involving infrastructure owner-operators, traffic regulation and code practitioners, ADS practitioners, software developers, and Government agencies. The plan is comprehensive enough to serve as helpful information for future deployment of an integrated ADS-ready traffic laws and regulations digital framework.
