Description:This report summarizes the results of a one-year effort to investigate an instance of substandard asphalt pavement performance on IH-70 in eastern Colorado. When the problem was identified, the Colorado Department of Transportation (CDOT) and the Asphalt Institute agreed to jointly analyze the cause of the distress. The main goal of this effort was to determine the cause(s) of the distress so that CDOT engineers could make more informed decisions regarding possible material and specification changes to enhance asphalt pavement performance. It was determined that the IH-70 overlay failure was due to stripping. It is unclear why the mix design and quality control stripping tests did not accurately predict such a severe stripping failure. It is recommended that CDOT perform a full factorial analysis on the test method with a variety of mixtures of known performance characteristics. Other recommendations are that CDOT should perform a study to evaluate the necessity of implementing a sand equivalent requirement, consider performing a study aimed at developing a better dust management strategy, and consider limiting the amount of P200 in mixtures used on higher volume pavements. Also, CDOT should consider exercising greater control over rut-filling or levelling courses. A better alternative to rut-filling or levelling courses would be for CDOT to specify cold milling as part of the overall rehabilitation strategy.
